try this program. and so it's a program that teaches teachers to use a uniform approach to math instruction and good teaching practices. the teachers wanted help with teaching math, because many elementary teachers are good at english language arts and a lot of them shy away from the math so what this program does is it teaches them how to teach in a uniform way so that if something is taught in one class it's taught the same way vertically and laterally so that the children are seeing the same type of instruction every time they see it taught. i went and looked at it and as a former master teacher with a bachelor's in mathematics, i was overwhelmed with how well it was done, how well it was received by the students. and after a half year of using it they went up 7.5% proficient in mathematics, another 20 students were proficient. so because of all of that research and the success of the program there, my other schools decided, some of my other schools decided they wanted to use it. we're fortunate enough that carver and revere have the same grant. i'm glad that they do. other s

this approach and how the impact on businesses in the city is going to be felt relative to other people who are sharing the solutions of this budget. the mayor as he was developing his budget was very concerned about not trying to put a proposal in the budget that was going to inhibit the recovery of our economy and he understands that it is critical and you cannot generate a little bit of revenue at the expense of killing the businesses and the economic activity that supports our budget and that supports our economy. he is very mindful of the implications of any revenue proposal that he is making. within our current approach to the city budget, the mayor introduced the city's first five-year financial plan and as a result of this, there was an approval by the borders which requiring us to do and look at the physical condition and proposed policies for how we will address any budgetary shortfalls. in that five-year plan, we project that over the next five years, if we do nothing, even as the economy recovers, we are going to see our general fund budget deficit grow to $829 millio

unbalanced debt ceiling bill. this is an unbalanced approach, we all know that, we've heard that. and furthermore this debt ceiling bill should have never been an option in terms of having to come to this floor to debate this and we should have, like democrats and republican presidents have done in the past, we should have lifted the debt ceiling. rightfully so, many of us are concerned about these discretionary cuts. what are these cuts going to do as it relates to our senior citizens, low income veds and the poor? -- individuals and the poor? this debt ceiling bill does nothing to address the real crisis in our country, the lack of jobs and economic growth. at a time when investments are needed to jump start our economy and put people back to work, this deal and its cuts only approach which it is, it's the wrong approach. it'sn outrage that as we stand here today that we could not raise the debt ceiling by voting for that. tank you again. i intend to vote no on the bill. he speaker pro tempore: the gentleman from wisconsin. the gentleman reserves the balance of his time. the gentlem

approach in addition to obviously the many democrats who did. i would note that the speaker of the house, by his own account, put revenues on the table in his negotiations with the president of the united states. there are many other voices in the congress and certainly outside of the congress that recognize a lot on the republican side, recognize the need to take a balanced approach. i noticed that senator graham made just today probably in the last hour or two where he thinks we can close loopholes and deal with things like itemized deductions in the name of reducing the deficit. it won't be easy but we have a mechanism in place, special committee that will be set up by this legislation. and through the incentive placed on congress by the so-called trigger, to hopefully reach a situation where congress will recognize that the best way to tackle this problem, the only way is by approaching it with balance. >> we are already hearing rumblings from republicans that won't take members who will vote for tax increases. does the president have any say who gets picked for those -- that committ

little bit. kathryn just mentioned the families. how does the family, then, approach an individual who may have a problem? what are some of the issues that they need to be aware of? my experience in the national guard has been that ptsd and mild traumatic brain injuries affect the whole family. one person may be the person who has the disorder or the stress symptoms, but it goes throughout the whole family. you can't not address ptsd without affecting the whole family in that, so to speak, the work that you do, and taking care of someone with ptsd, the family benefits from that. we see that in the national guard all the time, and we see family programs that are dedicated specifically to deal with service members who have ptsd, mild traumatic brain injuries, but a whole host of other reintegration issues. especially now, in the national guard, we're seeing a population who's never deployed, who is experiencing stress and stress-related concerns. hector, let's get an idea. you were military, you served in the military, and now you're working with some of the individuals that are experien
